  5.     Democrat Ray Mabus was hailed as the new face of Mississippi
  6. politics when he was elected Governor in 1987 -- a 39-year-old
  7. Harvard grad who vowed to fight racism and improve his state's
  8. decrepit public schools. But with his reform package thwarted by
  9. a stubborn legislature and the state economy sliding,
  10. Mississippi voters booted Mabus out in favor of Kirk Fordice,
  11. a Vicksburg building contractor who had never before sought
  12. political office. Fordice, 57, became Mississippi's first
  13. Republican Governor since Reconstruction largely by attacking
  14. Mabus for failing to deliver on his promises. But the Republican
  15. also played the oldest card in Southern politics, the racial
  16. resentments of whites, by frequently criticizing quotas and
  17. affirmative action and calling for welfare reform.
